Thanks for the response guys, That is an hourly client who doesn't really know anything about security. I explained to him why we shouldn't do this but he wanted me to do it anyway so I did it.

He wanted a user to have admin rights to install software on every computer on the network, that is done, I ended up using a GPO that was already created by the previous IT company I believe. Thanks to everyone for taking the time to respond I really appreciate it.
