Thanks for the response guys, That is an hourly client who doesn't really know anything about security. I explained to him why we shouldn't do this but he wanted me to do it anyway so I did it.

He wanted a user to have admin rights to install software on every computer on the network, that is done, I ended up using a GPO that was already created by the previous IT company I believe. Thanks to everyone for taking the time to respond I really appreciate it. I cant add the user to the local administrator group because one user needs to be able to do this on every computer, not in just one. To continue this discussion, please ask a new question.
